If a snake's eyes are foggy, it doesn't necessarily mean it's dead. Most of the time, if a snake's eyes are fogged over, it is shedding. This can also be called "in the blue". They aren't normally out of their den at this time because it can be tricky to see through the skin over their eyes. If you are lucky enough to see one out of it's den, make sure you keep your distance, because it is in flight or bite mode. Because it can't see well, it is ready to attack anything that come near it. This is not out of aggression, but out of fear.
